Rove hasn't changed anything about how campaigns are run. And almost every President has a Rove-esqe figure lurking about. Rove is unusual because he's so well known.

Historically, have a look at FDR's Rove, a guy named Harry Hopkins. Hopkins *lived in the White House* for years, came to FDR's attention after turning the WPA-type organizations he ran into political machines by firing everyone who didn't vote right and using everyone else as election campaigners, and to top it off turns out to have been a Soviet spy!
