The kidnappings and killings aren't about scaring the Americans. They're about intimidating the Iraqis (it's mostly Iraqis they're killing). I suspect they had in mind that the Americans would turn French and just run away, then they kill the government and take over in a few weeks.

The bombed house, and the Iraqi prime minister’s statement that he said to take it out, is meant to counter that. I bet ALL of the Iraqis took notice that the Iraqi government said "take down that house" and it's a 30 foot crater now. I bet they start focusing more on killing each other now since that’s the only way to decide the larger issue of who gets Iraq.
