I don't think that they will do anything about this. It is the store manager that has to actually be held acountable for things like this one and for his staff. A month or so ago I made a thread about my complaint to McDonald's about the lemons. 3 days after I sent them the email, the lemons were put in a clear container for everyone to see. A small company like Quiznos will not bother with my complaint and will ignore it.
