For some reason, I'm picturing a Sesame Street episode with kids asking questions like that and "what's euthanasia?" to Dr Kervorkian.

Basically, it's the controlling of genes in order to increase the proportion of genetically advantageous traits through selective breeding techniques or the elimination of negative traits through abortion/euthanasia. In the case of the dullards, Joe and Olinka, hopefully, retroactive abortion is performed.
