OK, here's my two cents worth. I think the only sensible way to measure is on top, ruler against the pubic bone. Underneath measurements tend to creep rearward 'till the the end of the ruler is on the rim of the asshole. That gives impressive numbers, but hardly realistic ones. We probably all know someone who has measured their dick like that.
