I dated a girl like that before. The weird thing was that she would always end a phone call with "I love you" but very rarely said it in person. Maybe she was more comfortable with saying it on the phone.

I dunno' but if people aren't comfortable telling someone they love them... then why do they bother? I say if you don't feel comfortable saying it... then don't.
