Twenty years ago, it was pretty common practice over here. It got banned not too soon after I worked there, though. Probably for animal welfare reasons(?).
Fifteen years ago, I worked at a slaughterhouse and all male pigs had their equipment still hanging. (This equipment was removed after the pig died.)
