I think prices may increase with legalization. When it is illegal it is more like paying an independent contractor under the table.
With legalization comes taxes, regulation, weekly medical checks, bookkeeping, and all the other expenses of running a legitimate business.

It will be interesting to see what actually happens if it passes.
