Sounds sort of like the decision in North Hollywood (I think it was) a year or two ago to stop enforcement of marijuana laws targeting individual users who weren't dealing and with less than an ounce. It conflicts with state law, but the city decides how to spend its resources.




I think I'd want to see the text of the law itself; it sounds like it would be exempting individual prostitutes from prosecution but still leave pimps and sexual traffickers open for prosecution. Can't trust some right wing blog for all the details (hotair.com?)
