It stands for "Automatic Temporary Restraining Orders." In a California dissolution action, they are printed on the back of the Summons and automatically go into effect at the time of filing or service (depending on whether you are the Petitioner or Respondent). They prohibit either spouse from selling, transferring, concealing, or encumbering real or personal property (whether it is claimed to be community or separate) without a court order or written agreement from the other side. There is an exception if it done in the "normal course of business" or for the "necessities of life."
There are also other automatic restraining orders that go into effect relating to removing minor children of the parties from the state, insurance coverage and non-probate transfers.
