I'm not so sure about this one. While it's true that both Lincoln and Bush relied heavily upon advisers and commanders who were less-than-stellar until finally settling upon a General who seemed to know what they were doing (Grant for Lincoln, Petraeus for Bush,) there's a significant difference. In 1861, there was no true, professional army as we know it today. Most of the troops were undisciplined militia. And amongst the tiny Officer Corps, the cream of the crop fought for the Confederacy. Bush doesn't have that excuse. He has the best army in the world and still let a bunch of hacks fuck things up for years.
