I'm not certain, but I believe most of the porn that's shot in Florida is done in Miami. Most of the agents are there as well. Max's trial is in Tampa, which is part of the Middle District of Florida. Community standards, the Government believes, are a bit different there.

Another thing to note is that the jurors deciding Max's fate may not necessarily be from the City of Tampa or the surrounding county. Some of them might be from the interior, "hick" counties in the district. I'm sure the Government is counting on them to live up to expectations.
