Unfortunately, in most cases, ignorance of this magnitude is rarely painful to the culprit (hence his laughter) therefore no lesson is learned by the offending mental midget.
I'm sure a charge of assault with a deadly weapon (and having to face a heavy fine and possible prison time) will alter this cretins future behavior by at least a fraction.
