Actually, Holly, that's a misconception (sorry, the following is long and boring):

Title 18 Part 1 Chapter 110 of 2257 paragraph (h)(2) states,"“identification document” has the meaning given that term in section 1028 (d) of this title"

Of which subchapter (3) reads "the term “identification document” means a document made or issued by or under the authority of the United States Government, a State, political subdivision of a State, a foreign government, political subdivision of a foreign government, an international governmental or an international quasi-governmental organization which, when completed with information concerning a particular individual, is of a type intended or commonly accepted for the purpose of identification of individuals."

You'll notice that ID's issued by "Foreign Governments" are acceptable under this code.

What you will have a problem with is hiring a foreign national who does not have a work visa or a work permit. But that is a tax issue and not 2257 related.
