In this state the DNR officers can stop any boat any time for any reason- and they frequently do. It's a huge hassle to haul out lifejackets, papers, flares, horns and whistles etc. while the officers leer at whatever females are aboard.

I have been "boarded" a couple times, which isn't very much compared to my peers. From watching the officers work it appears they harass whoever looks like they're having a good time.
