He also seems to be under the impression that Clinton balanced the budget in the mid '90s. Apparently he's unaware that Congress,and only Congress,has the authority to write the budget for the federal government.
And who just took control of Congress in '95? That would be Newt and his 'Contract With America' brethren.
Though to be fair,even they didn't really balance the budget properly. They were still raiding the Social Security surplus to make ends meet.
