They can be though...it's colloquially refered to as an 'Eightball Haemorrhage' because the eyeballs appear blackened with blood (like two Eightballs!).
As far as I am aware though, it's usually the result of being shot in the head.
Take too much Aspirin, and you may get a subconjunctival hemorrhage that can fill up your eye with blood.
I had that happen. Had a few beers and a shot of wild turkey. Took an aspirin and water before going to sleep. Woke up with a scary red eye. Blood dissipated out of the area over the next few weeks, but that was one hell of a scare.
