It's also a dumb thing to do because it's defamation if you post the wrong name, or the wrong picture, etc. Moreover, you can be sued anywhere. If someone stops to take a piss at the rest stop and you mistakenly tag him, and his boss sees his picture when he gets home, then he can sue in his home jurisdiction.
The Dallas police won't have to defend themselves at home in front of a local judge & jury - the case might be heard in Idaho, under local law there, with judges & juries that have no interest in supporting the Dallas PD.
(this is why I noted that everyone listed on the police site lived in Texas - they're probably covering themselves so that if they screw up the case will be heard in a friendly local court).
The postings are clearly defamatory. Truth is an absolute defense for these web sites. But if they make a mistake and get it wrong that defense is lost, and damages can be pretty high if someone loses a job over it.
