What's obvious is that you are a fool. Assuming crime IS down (which is a big assumption), why would that suggest that a disproportionate amount of the non-criminals would be black or latino, when a disproportionate number WERE black or latino before we entered this golden age of peace?

What better utility is there for a patrolman than rousting some ne'er do well minorities BEFORE they commit their inevitable crime(s)?

Alternatively, perhaps it was the harassment of the blacks and latinos that lowered the crime rate - maybe the cops should step up the harassment?
