People in jail don't have pens. All their letters, unless they are on an honor farm or something like it, are written in pencil. It's that nasty tendency to make tattoo ink out of anything that keeps the pens from the "behind the walls" institutions.
You're soooo wrong, many many many jails allow PENS, the men have lots of colored pens also.
Well, times have changed. I've been in about 15/20 county lockups and 3 cdc prisons and not a single one allowed pens when I was there.
