Tattoos aren't banned, however they are frowned upon, as are multiple piercings. Only a single modest pair of ear rings are acceptable and only on women.
Yeah something snapped in that little girl's brain, I think it has to do with being so but ugly in the face, she has a deep pathetic need for acceptance. Her parents most blatant error was never fixing those God awful teeth. It is real hard for women in the mormon church for multiple reasons. But trying to achieve that ideal as a buttaface no doubt caused her some stress.
