Photoshop: Image → Image Size. Click "Constrain Proportions," and keep the width in the 450-475 pixel range. Real easy. The charges etc. are always interesting.

If you don't have Photoshop, use Paint (found in accessories off your Start Menu.) Image → Stretch/Skew, then knock down the Stretch percentage.
