Actually that is all we can remember about Clinton. What else did he do?
The one positive outcome from Clinton was his economic policy in dealing with the .com bubble. He seems to have realized what he had by '95 or so and not only managed to avoid screwing it up but kept it going as long as possible. This isn't criticism - most politicians would have screwed it up but he kept to the sidelines removing impediments (for example he stopped illegal immigration enforcement after employment effectively reached 100%). Avoiding the temptation to "improve" things is no small feat.
I lived though the 1970s and 1980s and Reagan was better than anyone from Nixon on. The blog (and some of gunker's posts) are a little baffling - some events happened under other presidents? And the S&L crisis of the 1980s was blamed on (Democratic) Congress at the time, not Reagan, due to congressional meddling in regulatory efforts in return for bribes, er, campaign donations?
PS. Clinton's problem with the history books is going to be that there really wasn't much going on in the country or world that he had a hand in - nothing to so much as warrant a paragraph in history books 50 years from now. At least Carter had Camp David.
