CPS can step into a situation involving a child for basically any reason. They are there to protect children. *** CPS can be overly zealous with their decisions at times.
I wouldn't say CPS can step in "for any reason." Child Protective Services investigates allegations of abuse and neglect that may put the child at risk. California law defines child abuse as follows:
• A child is physically injured by other than accidental means.
• A child is subjected to willful cruelty or unjustifiable punishment.
• A child is abused or exploited sexually.
• A child is neglected by a parent or caretaker who fails to provide adequate food, clothing, shelter, medical care or supervision.
I do agree they can be over zealous at times and also their investigations are cloaked in secrecy.
