A death must be reported to Social Security for information to appear on the index. You can usually find, say, someone's grandparent because they were likely collecting monthly benefits. When that elderly person dies, someone has to contact SS to straighten out the finances. When a relatively young person dies, it's a toss-up as to whether they'll ever appear there.
