In Houston the discipline pretty much depends on who your political supporters are and which groups the mayor can't afford to offend.

A few years ago the *head* of the Houston city Office of Affirmative Action and Contract Compliance department called then-councilman Joe Roach a midget and laughed in a public meeting. She got away with it because she was a black woman and the mayor needed black support in the elections, and because she was under patronage from a couple of other council members. If the head of the affirmative action efforts gets off scott-free for that, going after a police officer is hard to justify, though I think the school district and city are not relate entities in Houston.
