Fatman: Grand Juries and Preliminary hearings are two seperate things and they occur in every state. Basically, a Grand Jury determines whether the People have sufficient evidence to proceed to trial and, if so, they issue an Indictment stating what, specifically, the accused is charged with.

Preliminary hearings, depending on the state, can address anything from Bail to evidentiary issues.
