More often than not, the Gov't will indict someone else in the hierarchy, say Jeff's chief of shipping, then grant them immunity and force them to testify. At least that's how they do it in major narcotics cases. I can only speculate, but it seems to me that the folks running the show here are more ideologue than prosecutor.
