If the gov't approached 5 Star and offered them a deal in exchange for the production of billing invoices from JM, would the claim have stood up (at least on this evidentiary note). Could the charges be reinstated?

I would guess such discussions *might* have been what led to the last minute decision to cut loose the JM prosecution
