I could've answered that without watching the clip. Thats Russian. There's a huge market for body parts there: eyeballs, limbs, lungs etc

Immediately someone dies they try and find out whether the family will donate any body parts. When nobody claims the body it goes to the state and it's basically get as much as you can as fast as you can.

They sell these body parts to hospitals and the poor sods that need them and they fetch quite the price. There was an article about all this a couple of years ago.

I thought it was Czech or Ukranian, but close enough. I was using a saw just like that yesterday.
