The thing you're missing here is that these whores are getting paid to fuck, and IR is a bigger paycheck. It's the ace (of spades) in the hole. If a girl can hold out on IR for long enough, she'll get paid more to do it. It's a very smart business move. I'm sure a lot of studios would LOVE to remove the term "IR" so they can pay the same for every scene, regardless of the talent, but it doesn't seem to make sense from the performer's perspective.
