If it takes years, the owner is getting fucked by the production staff (or is purposely doing it as a marketing technique). There are a lot of variables; features take longer, projects shot by artistic wannabe's require more editing and other post production work, and a bunch of other things come into play but unless you farm out each factor to third rate outsiders, a few months should be more than enough.
