In most places child support obligations are treated rather different to a routine liability issue, and can't generally be signed away by the parents, except in a legal adoption (where someone else agrees to take them on.)

An adoption is an order from a court, not an agreement between parents. Better to say "the parents agree to seek an order from a court for the adoption". It's the court order that matters, not the parent's agreement.
