I would guess because dogs were transported across state lines and/or people came from out of state to bet on the dogs or financial transactions (i.e. bets) were somehow made across state lines. But then again I am one of the two or three people here who is not a lawyer. I've heard that the prosecutors have the thought of bringing out RICO still on the table.
