When she was earning money, it was all going to drugs. Now that she's off the drugs, she's not earning anything. It's not a question of whether she could save money while she was on drugs, but whether she can stay off the drugs. With a new baby, it's going to be up to the boyfriend/husband to handle earning and saving money for a while.
