If you want to buy cheap Haitian art - take a trip to the Dominican Republic - most of the trinkets etc. on sale there are manufactured in Haiti.

The last time I was in the DR was a year or two ago and I bought two paintings which look to be in the Haitian style.

Proximity to Haitian art notwithstanding, Cuba is a way better place to visit than the DR (if you can get around the boycott). You can get a cheap package trip from Vancouver (or Toronto) and the Cuban immigration office doesn't stamp your passport.
