Are you willing to fly talent out from Los Angeles to NYC? Just about any agency will work with you if you have the cash; its the individual talent you have to deal with as some may not be interested in flying out for a job with a rookie unless you put up a bit of cash up front.

Looks like you just answered my questions from the first answer. AIM does offer off-site testing but I'm not sure if draw stations are available in New York. I believe the PCR Hiv/Gonh/Chlm test runs about $180 off site to get tested; that is a good chunk of a plane ticket right there if you want to do this by the books. Private testing companies offer the service but the "industry" prefers only to deal with AIM; testing really isn't required by any law and certainly people shooting outside of California don't always test (hell, the whole gay industry doesn't even test within California) especially with amateur talent.
