The Playboy layout's are all done through the WWE so they can get a big cut of what the girls make, if the girl isnt working for the WWE she has no shot at getting into Playboy.

Also the only way to get a b or low level decent actress to do hardcore is to go the Vincent Gallo route and claim it's going to break down barriers, piss off the suits and so on.
