The only Northeast state I can see Rudy winning is New Hampshire, with four electoral votes. It has the most active Republican operation in the region. He certainly will not win the powerhouses of New York, Massachusetts or New Jersey.
Vermont is solidly blue (they have a Socialist Senator for crying out loud.) Maine has a Democratic Governor, two Republican (women) Senators and two Democratic Representatives. Democrats have won the State's four electoral votes in the last four elections. My guess is they will in 2008 no matter who's on the ticket.
Connecticut has gone Democratic seven of the last twelve elections since 1960, including the last four. Although it has a Republican Governor, It has two Dems in the Senate and Four Dems (of five) in the House. I'd put any money that it's seven Electoral Votes go to the Dems.
Rhode Island is as Liberal as all Hell and a Dem would have to violate the Live Boy/Dead Girl Rule to lose it's three Electoral Votes.
Of course, all this assumes that Rudy and Hillary are going to be the nominees. I really don't see Rudy overcoming the opposition of the Jesus Freaks. And a Hillary/Obama deadlock might just throw it to a Dark Horse. There hasn't been a brokered Democratic Convention since 1960, but hey, you never know.
