There is a lot in this story that doesn't make sense. Ft. Carson is the nearest Army base and it is about 45 miles from Canon City. The Air Force would have had to have screwed up massively to miss the jump zone by that much. It seems almost impossible since their planes are equipped with GPS. The only units on jump status at Ft. Carson are two Special Forces (Green Beret) detachments. The Army does not use rubber bullets for training. It uses the MILES system, which uses blanks, lasers and laser detectors.
