You should forward it FBI field office in New York or Pennsylvania. Those offices will follow up on your complaint without undue influences.

His request for profit participation should follow in 6 to 8 weeks. Should you choose to forward the mess to FBI happy to prosecute luke to the fullest extent of the law.

If this was true, Luke's site would be a banner farm and he'd be driving around in a brand new Caddy, throwing new Nikon D200s out the window to poor children.
