No, that investigation closed a long time ago. I'd have to look at that dates again but I think the *prosecution* of Libby came after they gave up on ever getting to Cheney, and they publicly admitted they couldn't get anyone for outing Plame before even Libby's *conviction*, much less the commutation.
I don't think Libby's issue would have affected the Cheney hunt one way or the other. Had Libby told them what they wanted they'd still have a hard time proving *that* was correct, and be no closer to Cheney beyond that the opportunity was there, which is already the case.
