El Glorioso, to answer the question, Luke could apply for a Temporary Restraining Order from the Civil Division of the Los Angeles Superior Court. The paperwork is available at the courthouse. But I don't see why he'd want to. To me, the Hijinx of Leah lex smacking Luke around has far more publicity (and entertainment) value than a TRO would provide. Unless he's starting to think that he's a Real papparazzo, and thus needs a packet of TROs like the big boys.
If he really wants one, he should be glad he's not in New York. Here, she'd have to actually be arrested, run through central booking, and arraigned before a Judge before an order would be issued. Unlike California, Orders of Protection are almost never issued ex parte. Unless they're related; then he could get one from the Family Court 1-2-3.

The better question is how many lawyers will be needed to sue the lightbulb manufacturer, the landlord for putting light bulbs in his dwelling, the power company that supplies the current, the construction company that installed the lightbulb socket in the ceiling, and the ladder company who made the ladder that the injured plaintiff stood on, when someone cuts their hand on a broken bulb and almost nearly electrocutes themselves.
