There was an article in the paper about it yesterday (can't find a good link to post). Short version is that American journalistic 'ethics' (insert joke, if necessary) will not allow the media to pay for an interview. To get around this 'problem' the news agency pays the subject a licensing fee for personal photos, video, etc through a third party.
