Those tomatoes don’t look so good. The soil looks fine, and I’d assume you’re watering and fertilizing them well, so I’d say the problem is the shade of the building next to them, tomatoes like full sun.

And that foundation, it looks to be bulging somewhat. Might want to get that looked at, least your tomatoes disappear under tons of rubble.
