Rudy was an unusual mayoral candidate in that he made no attempt to ingratiate himself to black voters. If you'll recall, the state of enmity between blacks and Jews in the early 90s was at an all time high. Jews felt that Dinkins had sold them out by not protecting them from marauding blacks during the Crown Heights. Rudy rode that wave of bitterness to victory. He didn't even go through the motions of meeting with black leaders after taking office, which is a ritual for new mayors.
