A bullet hitting a skull is not an elastic collision.

And wrapping silicon tape around a melon is not going to simulate a skull with bone. Tape has high tensile strength along one dimension but generally rather poor compression performance along that line...

The simplest experiment is to fill a sink with water and drop a marble in it. Some water rebounds upwards. If you can't be bothered to do the experiment yourself why bother anyone else over it?
