the medical-component's something you could take care of in 2 hours in mexico at roughly the rate bree olson charges(no travel) for supplies for the two most obvious ways. domestically, double the money and might take some rudimentary social-engineering but i'm pretty confident one could do it by friday.
that's the thing in the most economically-depressed areas: people don't exist. even if they are citizens they go "missing" like crackwhores go "missing" for a year before someone finds them in a ditch.
because they don't own property, they don't pay taxes, if they work their employer just replaces them instead of calls the police. people hide out in the projects pretty well all the time AND people kill each other all the time.
their relatives don't trust or like the police and people bolt over owing money, getting locked-up, etc.
and that's the people who were born here.
if you didn't get greedy and stayed unpredictably-mobile you'd never have to do more than open the door of the vehicle(paint's cheap) and let's face it--have you ever seen what's ostensibly a medical-support vehicle on the side of the road? you're not getting stopped unless you're on fire and you're not dealing with the same cities and LEO's.
