There really isn't any legislation that will fix the problem. The only cure is for everyone to drill the concept of respect for other people's lives and property into their own and their children's heads. That concept then has to stay drilled into those heads. That is the only way killings will stop. The realistic odds of this occuring are the same as Michael Moore running with the bulls in Pamplona but the only other option is complete and total oppresion of the population by the state in an Orwellian fashion.
