If the industry had a lobbyist this probably wouldn't be that hard to stop: just mention to the business trade groups the idea of thousands of whores collecting unemployment / disability / etc (whatever it is in CA) while suspended.

On the other hand this may look like a good vote for a lot of politicians. If they are challenged on the right come next election they can say they voted against the evil porn barons, yet even the most liberal voters won't quarrel with the idea that girls shouldn't work with those diseases.
